Do most people look down on new forums? like they are not active or the post counts very little.. etc..
I do think some people always looks down on new forums..

I agree, which makes it a challenge to grow your new forum. Believe me, it takes a long time and a lot of work.

Nope, they look down at forums that are not strongly established.

But most people do this..

Maybe because they look at the design, and see that the admin doesn't care to much about it.
